Throughout 2018, Southside Development Company (SDC) worked collaboratively with the Housing Authority of the Birmingham District (HABD), residents and other key stakeholders to develop a master plan to guide the redevelopment of Southtown Court.  The proposed redevelopment will improve the quality of life for residents, generate revenue for HABD, generate taxes for the city, better serve the surrounding community, and offer new opportunities to the neighborhood. After months of stakeholder engagement and after receiving from HABD their results of a household assessment indicating how many residents desire to return to the redeveloped site, the master plan for Southtown was approved by the HABD Board of Commissioners in November 2018.

This new master plan will form the basis of HABD’s application to the US Department of Housing and Urban Development’s (HUD) Special Application Center (SAC).  Once SAC approval is granted, HABD can begin the relocation process with residents. Resident relocation is a tightly controlled process that includes careful planning and multiple relocation notifications to residents. (One notification at least 90 days from the start of relocation, and another one 30 days prior.) HABD case managers have already worked with every family to preliminarily assess their needs. 

It is easy to wonder if a project has stalled when no construction activity is observed on the site. HABD and SDC are moving forward to make sure site residents are served at the highest level possible.
